Founder & CEO: Ellen McCarthy

The Honorable Ellen McCarthy is the founder and Chief Executive Officer of TIM and a national security leader with decades of experience across the U.S. government, private sector, and nonprofit organizations. Her career has focused on strengthening intelligence capabilities, advising senior leaders, and addressing complex national security challenges.

In government, Ellen held a range of senior leadership roles within the U.S. intelligence community. From 2018 to 2020, she served as Assistant Secretary of State for Intelligence and Research, overseeing the Department of State’s intelligence analysis and supporting senior policymakers on critical foreign policy issues. She previously served as Chief Operating Officer of the National Geospatial-Intelligence Agency, Director of Intelligence Operations at the U.S. Coast Guard, and as lead for Human Capital and Security for the Under Secretary of Defense for Intelligence. Ellen began her career as an all-source intelligence analyst with the Office of Naval Intelligence and the Atlantic Intelligence Command.

Following her government service, Ellen moved into leadership roles in the private and nonprofit sectors. She served as President of Noblis NSP, a national security–focused science and technology organization, and as President of the Intelligence and National Security Alliance, where she worked to foster collaboration across the intelligence and national security communities.

Outside of her professional work, Ellen values her roles as a wife, mother, daughter, and friend.
